Brazil is the world’s third-largest corn producer, surpassed only by the United States and China. Its growing corn output has led to an increase of corn as a feedstock for ethanol production, which is more cost-effective than sugarcane ethanol.
In 2025, Mexico enacted the Biofuels Law, the Hydrocarbons Sector Law, and the PEMEX Law, along with the corresponding implementing regulations. All together, these laws centralize regulatory oversight of biofuels and update the framework for biofuel production, blending, and quality standards.
