Multiple aspects of Indonesian Quarantine Authority (IQA) regulation number 14/2024 could impact U.S. agricultural exports to Indonesia.

In January 2025, the Government of Indonesia (GOI) enacted a new regulation to curb exports of palm waste products, citing that they have already exceeded the “reasonable capacity,” in the hopes of shoring up feed stock supplies for domestic cooking oil and biofuels production.

On November 18, 2024, the Government of Indonesia (GOI) issued Regulation No. 19/2024 on the Supervision of Genetically Engineered Food which updates the labeling requirements for genetically engineered (GE) products, and regulates microbial biotechnology, genome editing, and the food safety assessment of products with stacked genes

On December 16, 2024, the Government of Indonesia (GOI) announced the increase in value-added tax (VAT) from the current 11 percent to 12 percent on selected goods and services, effective January 1, 2025. In addition, a separate 12 percent luxury goods sales tax will newly be applied for luxury products intended for high-end Indonesian consumers (luxury VAT).

This report provides updated technical information for requirements and regulations on food and agricultural products as currently required by the Government of Indonesia (GOI).

Indonesia’s National Agency of Drug and Food Control (BPOM) has drafted a new regulation that would mandate the use of a “Nutri-Level” front-of-pack labeling system for sugar, salt, and fat (SSF) content and set maximum SSF levels.

The report summarizes Mozambique’s general food laws, regulatory authorities, major import/export procedures, food and packaging/labeling regulations, registration measures, and other trade facilitation issues. As FAS Jakarta previously reported, the Government of Indonesia granted an extension until, “no later than October 17, 2026” for imported food and beverage products to come into compliance with Indonesia’s mandatory halal certification requirements.

This report serves as an update to FAS Jakarta’s October 4, 2024 report on the Indonesian Quarantine Authority’s (IQA) expanded “prior notice” requirements (please see GAIN Report ID2024-0028).

On October 27, 2022, FAS Jakarta published a report summarizing the Directorate General of Livestock and Animal Health Service’s (DGLAHS)’s new requirements for importers to register fresh food of animal origin and obtain the resulting distribution license.
