Opportunities for U.S. Consumer-Oriented Products in Peru

Peru is the third-largest South American market for U.S. consumer-oriented agricultural products. Increasing wealth and lower barriers to entry were facilitated by the implementation of the U.S.-Peru Trade Promotion Agreement (PTPA), resulting in a 423-percent increase in consumer-oriented exports from $65 million in 2009 to $340 million in 2021.
This report identifies Peru’s import requirements for (foreign) export certificates. Current procedures are highlighted and relevant agencies with oversight of these issues are identified.

Peru: Blueberry Annual Voluntary

With ideal conditions for high productivity and a nearly year-round harvest, Peru's blueberry production continues to rise. FAS Lima forecasts Peruvian blueberry production for marketing year (MY) 2022 (March-April) to reach a record 280,000 metric tons (MT), with exports expected to reach 270,000 MT. In the last ten years, Peru has built a blueberry industry from 80 hectares in 2012 to about 17,500 hectares currently in production.

Peru: Citrus Annual

FAS Lima forecasts Peruvian mandarin/tangerine production at 550,000 metric tons (MT), with exports expected to reach 200,000 MT for marketing year (MY) 2022/23 (March 2023 to February 2024). Lower profitability driven by labor cost increases, fertilizer scarcity, erratic weather, increased transportation costs, and container shortages will negatively impact production and exports.

Peruvian ethanol production in 2022 is forecast at 220 million liters, a slight increase compared to the previous year. Ethanol consumption for 2022 is forecast at 260 million liters. Peru is forecast to produce 208 million liters of biodiesel in 2022.

Peru: Agricultural Biotechnology Annual

Peru continues to enforce the extended biotechnology moratorium. In February 2021, Peru extended the previous ten-year biotechnology moratorium for another fifteen years. Similar to the previous moratorium, Peru has yet to notify the measure to the World Trade Organization. In general, biotechnology remains misunderstood by the public in Peru.
In September 2022, Tanzania’s Ministry of Agriculture directed the Tanzania Agriculture Research Institute (TARI) to identify a research station for trials of genetically engineered (GE) crops. This decision appears to reverse the Government of Tanzania’s (GoT) 2021 ban on all GE crop research trials.
