This report provides an update on Vietnam’s government restructuring related to bioethanol-blended gasoline. As part of recent efforts to streamline government operations, the Ministry of Industry and Trade did not merge with other ministries but instead reorganized internally.

On March 31, 2025, the Government of Vietnam (GVN) issued Decree 73/2025/ND-CP, reducing the Most-Favored-Nation (MFN) import tariff rates on corn, soybean meal, ethanol, frozen chicken drumsticks, in-shell pistachios, almonds, fresh apples, cherries, and raisins. The decree takes effect immediately.

Starting October 1, 2024, the Philippines moved to a B3 or 3 percent coco-methyl ester (CME) biodiesel mandate, from 2 percent previously. The blend will gradually increase to 4 percent in October 2025, and to 5 percent in October 2026.

In order to support the introduction of sustainable aviation fuel (SAF), the Ministry of Economy, Trade and Industry (METI) is going to hold expert committee meetings to discuss the framework of upcoming SAF regulations.

Japan’s Ministry of Economy, Trade and Industry (METI) proposed an update to Japan’s biofuel standards from Japan’s fiscal year 2023 through 2027. METI will accept public comments in Japanese on the proposal until 5 PM on January 17, 2023, Japan time. Based on received public comments, METI will revise the contents in the proposed biofuel standards and open a second and final public comment period within a few weeks.

Japan held the first public meeting of the expert committee to update Japan’s biofuel target. Japan’s current on-road biofuel target expires in March 2023.

On Monday, March 21st, the Government of Brazil (GOB) decided to temporarily eliminate the import tariff of ethanol, as well as five other agricultural products (coffee, margarine, cheese, spaghetti, sugar, and soybean oil).

On August 3, 2021, the European Union (EU) extended for an additional five years the anti-dumping and countervailing duties (AD/CVD) levied on imports of U.S. biodiesel since 2008.
