Russia: Draft GOR Decrees on Distribution of TRQs for 2016

On August 31, 2015, two draft government decrees on the distribution of Russia’s 2016 tariff-rate quotas (TRQs) for beef, pork, poultry, and whey were published on the Russian Government website for public review at http://regulation.gov.ru/. The draft TRQ allocations and the mechanism of their distribution as established in the draft decrees appear to be consistent with Russia’s WTO commitments. The draft decree on the distribution of Russia’s 2016 TRQs for beef, pork, and poultry contains a provision that, should Russia’s food ban be lifted, country-specific 2016 TRQs for the U.S. and EU with regard to beef and poultry are to be distributed among eligible Russian importers within five working days.

The General Administration of Customs of China (GACC) requires enterprises be registered with the Bureau of Import and Export Food Safety before exporting most food and beverage products as part of the requirements enumerated in Decree 248.
