This report provides a summary and an unofficial translation of Decree 15/2017/ND-CP, dated February 17, 2017 of the Government of Vietnam (GVN) which renews the functions, tasks, authority, and organizational structure of the Ministry of Agriculture and Rural Development (MARD). This Decree immediately took effect on February 17, 2017, replacing Decree 199/2013/ND-CP dated November 26, 2013, stipulating the functions, tasks, authority and organizational structure of MARD.

India: IMD Forecasts Early Monsoon Onset with Above-Normal Rainfall

On April 15, the Indian Meteorological Department (IMD) forecasted a 59 percent chance of an above-normal 2025 southwest monsoon, and an onset date of May 27, five days ahead of typical June 1 onset.
