Taiwan Food and Drug Administration released its enhanced border inspection list for 2025 which includes U.S. cherry and seasoning products.

The Hong Kong government (HKG) has notified proposed amendments to its Food Adulteration (Metallic Contamination) in Food Regulations to the World Trade Organization (WTO) (G/SPS/N/HKG/50) on December 16, 2024.

In 2023, Taiwan was the seventh largest export market for U.S. agricultural and related products, valued at over $3.7 billion. Imported food and agricultural products must comply with a range of laws designed to protect human health and prevent the introduction of animal and plant pests or diseases.

Due to recent recalls by Hong Kong authorities of food products containing ethylene oxide (ETO), ATO Hong Kong reminds all U.S. exporters that ETO is not permitted in food products for sale in Hong Kong.

On August 13, the Hong Kong Centre for Food Safety (CFS) confirmed to ATO Hong Kong that effective February 14, 2025, the Special Autonomous Region (SAR) of the People’s Republic of China (PRC) will transition from a “systems-based” approach to recognizing foreign meat and poultry establishments to an “establishment or plant-based” registration system.

Hong Kong does not have any certification changes for food imports since the last report submitted in July 2023. This report lists the certificates required by the Hong Kong Government (HKG) for U.S. agricultural and food exports to Hong Kong. Certificate samples are included in the appendix.

Hong Kong classifies ground meat as prohibited meat under its food legislation. Importers are required to secure a permit from Hong Kong authorities to allow the entry of U.S. meat shipments prior to arrival at Hong Kong’s port.

In 2023, the Hong Kong economy grew 3.2 percent year-on-year, slower than the government’s economic forecast. The economy has not fully returned to pre-pandemic levels due to weak domestic consumption and lagging challenges in the import and export trade.

Taiwan issued a new WTO notification (G/TBT/N/TPKM/541) on June 7, 2024, amending the labeling regulations for liquid milk, which will mainly impact the nomenclature of liquid milk from the United States. Currently, liquid milk from the United States can be labeled as "fresh milk" if it complies with CNS regulation.

Taiwan is highly dependent on agricultural imports due to its insufficient farmland. In 2023, it imported $3.66 billion of food and agricultural products, making it US' eighth largest trading partner in agricultural goods. This extraordinary amount is achieved also because Taiwan has one of the highest disposable incomes in north Asia, and consumers generally have positive impressions of U.S. food and beverage products.
