This report provides an overview of Vietnam’s certification requirements for imported food and agricultural products. As of June 2023, Vietnam made no changes to its certification requirements.

This report provides information of the food and agricultural laws and regulations currently in force in Vietnam.

Post revised its estimates for the Vietnam marketing year 2022/2023 (MY 2022/23) paddy harvest area and production forecast down to 7,162 thousand hectares (THA) and 43.15 million metric tons (MMT).

The Government of Vietnam (GVN) issued Decree 26/2023/ND-CP on May 31, 2023, lowering Most-Favored-Nation (MFN) tariff rates on ethanol to 10 percent from 15 percent.

On July 13, 2022, the Government of Vietnam (GVN) issued Decree 46/2022 amending Decree 13/2020 Guiding the Law on Animal Husbandry, which repeals Article 18.3.c of Decree 13/2020. With this amendment, the GVN no longer requires a Certificate Free Sale (CFS) for imported feed ingredients, including traditional feeds such as corn, soybean meal, DDGS, and single feed ingredients like vitamins, amino acids, and minerals, as part of the registration process for import inspection.

Despite COVID-19's widespread impacts on Vietnam for most of 2021, total retail sales were estimated at approximately $172 billion, marginally up 0.2 percent over 2020, according to Vietnam’s General Statistical Office (GSO). The fourth and largest wave of COVID-19 started on April 29, 2021, and rapidly spread across Vietnam, severely affecting all industries, including the retail food sector.

Post revises estimates of the Vietnam’s marketing year 2021/2022 (MY 2021/22) spring crop harvest area and production down to 3,000 thousand hectares (THA) and 20.10 million metric tons (MMT) due to abnormally cold weather, unseasonal rains and uneven rain distribution, and high costs of inputs.
