In 2020, French food and agricultural imports from the United States reached $1.32 billion. While exporting to France is complicated, there are many opportunities for U.S. suppliers.

On April 22, 2022, the Dutch Minister for Climate and Energy, Rob Jetten, laid out the Dutch government’s policy for the application of biomass to the Dutch Parliament.

Post forecast marketing year (MY) 2022/23 (August to July) area for Mali, Senegal, and Burkina Faso to increase six percent to 1.41 million hectares (Mha) compared to the previous year. However, this growth will depend on the level of government support through the farm gate and input prices which have not yet been announced.

On April 27, 2022, the Turkish Government published new Biosafety Decision approvals for the import of genetically engineered (GE) soybean and corn. The Ministry of Agriculture and Forestry (MinAF) approved two new soybean events and two new corn events for feed and cancelled the approvals of three corn events and one soybean event.

MY2022/23 is characterized by a small decrease in rapeseed production and an increase in imports of soybean meal and oil. Total United Kingdom (UK) rapeseed area in MY2022/23 is forecast to increase by 17 percent with an anticipated yield of 3Mt per hectare, slightly below the Defra five-year average of 3.3Mt per hectare.

EU’s total grain production for MY 2022/23 is anticipated to amount to 286 MMT, down from the 293 MMT registered the previous season. The favorable growing conditions across the EU are not anticipated to counter the reduction expected in area planted to grains.

Rice production in Senegal, Guinea, Burkina Faso, and Mali is forecast at 8.02 million metric tons (MMT) in MY 2022/23 on average weather, improved irrigation, and enhanced stability in production areas. The 15 percent jump from MY 2021/22 follows a growing season that was plagued by poor weather, militant activity and instability in Mali, and irrigation issues and pest prevalence in Senegal.

Highly Pathogenic Avian Influenza (HPAI) outbreaks have already led to the culling of 15 million poultry birds in France (approximately 5 percent of the total poultry flock). Dozens of new cases are being discovered every day. The new variant of the HPAI H5N1 virus appears to be highly transmissible and is spreading rapidly through reproductive flocks of broilers, ducks and egg laying hens.

The long-awaited EU proposed list of antimicrobial products reserved for human medicine has been published for comment through May 17, 2022. This Commission Implementing Regulation is part of the implementation legislation for the Veterinary Medicinal Products Regulation (EU) 2019/6, which was implemented on January 28, 2022.

Since October 2021, the Dutch Ministry of Agriculture, Nature, and Food Quality has reported 37 findings of avian influenza at commercial poultry farms in the Netherlands. One of the most recent findings is in the municipality of Barneveld, which is considered the poultry capital of the Netherlands. Both the global Covid-19 crisis and local avian influenza outbreaks have had a negative effect on Dutch exports.

Despite increased area, oilseed production in marketing year 2022/23 is forecast to show only a small increase due to lower average yields than in the previous marketing year. Like in other sectors, the Russian invasion of Ukraine significantly impacts the oilseeds market.

In response to an increase in the seasonal sugar beet purchase price, farmers are expected to plant more beets in MY 2022/23. In parallel with expanded plantings, beet sugar production in MY 2022/23 is forecast up year-over-year to 3.1 million metric tons (MMT).
