The biotechnology regulatory system in Ukraine is still not fully developed, but the country is gradually adjusting its domestic policies to align with the European Union’s regulations. Agricultural biotechnology is a disputed item in Ukraine. Currently, no GE events are officially approved for agricultural and food production.

This report contains Post’s production estimates for marketing year (MY) 2022/23, as well as final export numbers for MY2021/22. Production is down sharply as a result of Russia’s invasion of Ukraine and the impact on agriculture. Domestic consumption for all grains (both feed and food) went down as a combination of migration out of the country, decreased disposable incomes, and destroyed animal production facilities in the areas of military activity.

One new veterinary certificate was negotiated in 2015: the certificate for breeding cattle.

The Minister of Agricultural Policy and Food of Ukraine and representatives of non-governmental organizations signed a non-binding Memorandum of Understanding (MoU) on grain exports for MY 2015/16.

On November 18, 2015, Ukraine’s Cabinet of Ministers moved the “State Service on Safety of Foodstuffs and Consumer Protection” under Ministry of Agricultural Policy and Food authority.

The beginning of marketing year 2015/16 features higher production volumes for sunflower seeds and soybeans, while rapeseed production is lower compared to the previous marketing year.

The MY 2015/16 winter wheat crop is expected to reach 27.6 MMT, the largest crop since independence in 1990. Corn production is forecast to decrease to 22.7 MMT, over 20 percent below the previous MY.

Production of dairy products is expected to decrease in 2016 due to reductions in fluid milk supply.

2015 corn production is forecast to be 7.3 MMT less than the 2014 harvest. MY 2015/16 corn exports are forecast at 12.5 MMT; down from 19.4 MMT in MY 2014/15.

On September 20, 2015, The Ukrainian Parliament has conducted a major reform of the food safety system by implementing Law 1602.

At 310,000 metric tons (MT), Ukraine’s beef production in 2016 is projected to be the lowest level since USDA started publishing official beef production estimates for Ukraine in 1988.

Ukraine intends to streamline its phytosanitary legislation through a set of norms intended to impose tighter deadlines for issuing quarantine certificates, ensuring pubic availability of information.
