FAS Accra (Post) forecasts Ghana’s MY 2025/2026 (July-June) wheat imports at 1.0 million metric tons (MMT), up five percent from the MY 2024/2025 estimate of 950,000 MT.

In MY2025/2026, Taiwan’s wheat imports are forecast at 1.38 MMT supported by Taiwan consumers’ preference for more diverse food offerings including wheat-based products and a vibrant baking industry.

On December 23, 2024, the Taiwan Ministry of Agriculture (MOA) announced the “Comprehensive Upgrade Plan for the Grains Industry”. MOA’s plan calls for raising the guided purchase price for rice (the mid-tier purchase price) by NT$1.5/kg and increase its procurement volume.

Ghana in 2024 has experienced drought-induced crop failures and low yields in eight out of its 16 administrative regions. FAS Accra (Post) consequently is revising up Market Year (MY) 2024/2025 import figures for wheat, corn, and rice due to reports of crop failures in some regions of the country and increased consumption.

In MY2024/2025, Taiwan’s wheat imports are forecast at 1.4 MMT. The United States is expected to recover market share from Australia due to better competitiveness and availability. MY2023/2024 and MY2024/2025 corn imports are forecast to recover to 4.55 MMT due to improved feed demand outlook, with restocking in both the hog and poultry sectors.

Imports of wheat and rice are forecast up in MY2024/25 mainly because of increased consumption. Corn and rice production is expected to increase due to favorable weather conditions, adoption of improved seed varieties, and the implementation of the second phase of the Government of Ghana’s (GOG) farmer support program.

On December 22, 2023, Taiwan completed the last tender for 6,000 MT of U.S. long grain brown rice. This purchase concludes the tenders for the 2023 country specific quota (CSQ) for U.S. rice.

Taiwan’s domestic wheat production, 4,000 MT in MY2022/2023, is dwarfed by imports at 1.4 MMT for the current MY. Australia is expected to further recover wheat market share from the United States due to competitive pricing and production recovery.

Assurances of support from bilateral creditors and the IMF, and goodwill from the international community in helping Ghana weather the economic storm has offered a brighter hope of an economic resurgence.

The Bank of Ghana restricted access to foreign exchange for a select list of imported products, including rice, poultry, vegetable oils, and pasta, among other items, to implement a directive from the President of Ghana.
