China: China Solicits Public Comments on the Second Draft of the Measures on Supervision and Management of Food Labeling

On July 27, 2020, the State Administration for Market Regulation issued revised Measures on Supervision and Management of Food Labeling for public comment. The draft Measures apply to the labeling of foods produced and distributed within China, including food additives. The Measures provide the basic requirements for food labeling, labeling of special foods (health food, formula foods for special medical purposes, and infant formula foods), supervision and management of food labeling, and the applicable legal liabilities. The full text of the draft Measures is available in Chinese on the SAMR website. The comment deadline is August 26, 2020. This is the second revised draft of the Measures that has been released for public comment during the past year. A first revised draft was released for domestic comment in November 2019 and notified to the WTO TBT Committee as G/TBT/N/CHN/1401 in December 2019. This report contains an unofficial translation of the second revised draft of the Measures.
