Post forecasts Ukraine’s total fluid milk production in 2026 to decline further, due to decrease in cow inventory, industrial production challenges related to the Russia-Ukraine war, and inefficient household production. Post forecasts consumption of dairy products in 2026 to grow insignificantly, with increasing disposable incomes offset by population outflows. Imports of cheese will remain strong, with the EU being the major supplier. Exports of butter and skim milk powder will increase insignificantly in 2026, following the restoration of EU market access. Russian attacks on Ukrainian infrastructure and the mobilization of workers remain the main risk factors for both milk producers and dairy processors.
