Between January 16 and 20, minimum daily temperatures repeatedly dropped below minus 30 degrees Celsius in Russia's prime winter-wheat zone, including the southern Central District, the southern Volga District, and the northern Southern District.  Russia and Ukraine received additional snow beginning January 19 which provided adquate protection for winter grains against subsequent low temperatures.
