SUMMARY
U.S. oilseed production for 1996/97 is estimated at 74.9 million tons, down 0.3 million from last month and up 8 percent from last year. A decline in soybean production this month is only partially offset by gains in other oilseeds. Soybean production is estimated at 64.8 million tons or 2,382 million bushels, down 551,000 tons from the last forecast. Peanut production is up 64,000 tons to 1.65 million tons while cottonseed production is up 77,000 tons to 6.6 million tons. Soybean yield at 37.6 bushels per acre is the second highest on record even though some major growing areas were planted very late because of excessive moisture during the normal planting period.
U.S. soybean stocks are off 685,000 tons from last month to 4.2 million tons because of lower production and increased crush. Soybean crush is increased this month to 38.1 million tons, up 272,000 tons from last month. Larger soybean meal export prospects and a smaller soybean meal extraction rate are boosting crush prospects. Soybean meal imports were increased for the Philippines and for China. China's soybean meal imports are forecast at 1.9 million tons up 100,000 tons from last month and up nearly 1.0 million tons from last year. U.S. soybean meal exports are forecast at 5.9 million tons, up 182,000 tons from last month. Domestic use is lowered slightly.
U.S. prospective soybean oil inventories are reduced this month despite a larger soybean crush. Soybean oil extraction rates are running much below average for new crop soybeans in 1996/97 resulting in a lowering of the extraction rate to 10.925 pounds per bushel. This is below last month's 11.1 pounds per bushel and well below a trend of 11.2 pounds per bushel.
The U.S. season average price for soybeans is increased this month to $6.60 to $7.10 per bushel while soybean meal price prospects are raised to $225 to $240 per short ton. Soybean oil prices are up slightly to 22.5 to 24.0 cents per pound.
World oilseed production is forecast at 255.3 million tons, essentially unchanged from last month but down 414,000 tons from last year. Foreign oilseed production at 180.4 million tons is up 333,000 tons from a month ago but down over 6 million tons from last year. This month's increase reflects a 300,000 ton increase in Russia's sunflowerseed crop to 2.8 million tons along with some small upward revisions for cottonseed production. Significant changes in world trade include upward revisions to China and Phillippines soybean meal imports for MY 1996/97.
Soybeans
World soybean production in 1996/97 is forecast at 132.0 million tons, less than 1 percent below the previous month. The United States accounts for nearly all of the decline in the world's soybean output with a reduction of 551,000 tons. The U.S. forecast for 1996/97 soybean production stands at 64.8 million tons. Foreign production is forecast unchanged from last month's estimate. South America's growing conditions continue favorable for Argentina, but dry spells in Brazil are a concern. Strong domestic and foreign demand for U.S. soybean meal boosted U.S. crush, while lowering carry over stocks more than 14 percent below last month's level. Global soybean meal exports in 1996/97 rose to 32.7 million tons this month based on a 3-percent increase in the United States's soybean meal exports. Continued strong demand from Asia, especially China pushed U.S. soybean meal shipments and sales to 3.1 million tons by the week ending January 9, 1997. This volume represents an 84-percent increase compared to the same period last year. Based on U.S. Export Sales and significant exports out of South America, China's soybean meal import forecast was raised 100,000 tons this month to 1.9 million tons. The soybean meal import forecast for the Philippines was also increased 50,000 tons to 950,000 tons. The global soybean oil situation mirrors the U.S. with reduced carry over stocks triggered by a reduction in the U.S. extraction rate for soybean oil.
Thailand Liberalizes Soybean and Soybean Meal Imports
Under the Uruguay Round agreement, Thailand established a within quota tariff of 5 and 15 percent, and an above quota duty of 89 and 119 percent for soybeans and soybean meal, respectively. The tariff rate quota (TRQ) allowed imports of 167,000 metric tons (MT) of soybeans, and 550,000 MT of soybean meal. Thailand's smaller than anticipated soybean and soybean meal TRQs partially hindered U.S. expectations for increased market access.
Nevertheless, since January 1995, the Government of Thailand has made substantial concessions toward improving the quota limits for soybeans and soybean meal. From September 1995 through early 1996, Thailand responded to requests from their growing domestic poultry and crushing industries, by expanding the TRQ's for soybean and soybean meal to approximately 400,000 MT and 900,000 MT, respectively.
Despite rising imports, Thailand's rapid income growth and high internal soybean and corn prices continued to push labor and feed costs to new heights. Therefore, Thailand's Cabinet, based on a recommendation from the Ministry of Commerce and the Food Policy Committee, agreed to liberalize the import of soybeans and soybean meal. The new trade policy, which is an attempt to help livestock producers reduce costs, went into effect on November 1, 1996. Soybean imports by authorized importers are free of duty (previously 5% in-quota), and Thailand eliminated the import quota. However, the eligible importers ( vegetable oil crushers, feed mills, and food processing plants) must purchase all domestically produced soybeans at a designated factory ($340/ton) or farmgate ($320/ton) price. If the price of soybeans is below the target price, the government may review the import policy.
Besides the opening of the market for soybeans, the soybean meal import duty was dropped from 15 percent to 10 percent. Nonetheless, authorized importers (the associations of livestock raisers) must purchase all soybean meal manufactured domestically at a price not less than $340/ton at the factory. A government panel will review the target prices to reflect current market conditions.
Thailand will restrict imports of fishmeal to only high quality fishmeal with protein content exceeding 60 percent. The tariff rate is increased from 6 percent to 15 percent. The import surcharge is reduced from $56 a ton to $14 a ton. A portion of the collected import surcharge will be used to subsidize fishermen and fishmeal plants.
Thailand's broiler producers and feedmills are fairly satisfied with the current commitments, and vow that soybean and soybean meal imports will likely expand. However, Thailand continues to exercise control over internal production and distribution, which could limit the potential need for soybeans and soybean meal. In addition, complaints from farmers could trigger the temporary suspension of these policies. Thailand's window for tariff-free corn imports established at February 20 through June 30 has been suspended. A new schedule will be announced on a later day. Although this is not expected to affect the soybean and soybean meal market, it shows the weakness of Thailand's trade policy.
While up from last year, Thailand's soybean production is expected to remain below previous years at 400,000 tons. Smaller soybean area at the expense of corn and poor growing conditions affected overall production. To supplement the reduced domestic crop and keep up with the growth in poultry production, Thailand is expected to import 550,000 tons of soybeans and 900,000 tons of soybean meal in 1996/97.

India Imports of Sunflowerseed Oil to Reach Record
India's sunflowerseed oil imports are expected to surge to at least 150,000 tons, almost double last years' level. Importers in India have reportedly purchased 100,000 tons of crude sunflowerseed oil for the 1996/97 marketing year. The unexpected wave of sunflowerseed oil imports resulted from a sudden rise in palm oil prices over sunflower and soy oil prices. The CIF price of crude sunflowerseed oil had dropped to $560-570 per metric tons. India's sunflowerseed oil imports are sourced mostly out of South America with small volumes from the United States. However, if sunflowerseed oil prices remain at a discount to palm oil prices, U.S. exports of sunflowerseed oil to India could further expand.
Superior flavor and health attributes combined with rapid income growth among India's urban dwellers have led to a steep rise in sunflowerseed oil consumption. Sunflowerseed oil is a premium cooking oil in India with prices usually running $20-$40 above other oils (except peanut oil). Prior to 1994, India's imports of sunflower oil were an isolated event based on lower domestic production. However, since 1994, sunflower oil has been sold at a discount to palm oil in sporadic occasions. The price opportunity coupled with gains in India's vegetable oil market access have led to regular annual imports of sunflowerseed oil.
Expectations for robust palm oil prices relative to sunflowerseed oil in 1996/97, has prompted USDA to raise India's sunflowerseed oil imports to a record 150,000 tones. This increase reflects a 25 percent rise for sunflowerseed oil imports above a year earlier. Despite the higher prices, India's projected palm olein imports are unchanged at 900,000 tons. Palm oil imports were expected to surge dramatically in response to soaring incomes and lower tariffs. USDA's forecast for India's total vegetable oil imports stand at 1.2 million tons, 7 percent higher that the previous month.
Market arrivals of soybeans have diminished and soybean prices surged to about $317 per metric ton. The reduced supplies of soybeans are expected to lower crush and allow for larger soybean oil imports. Although representing a significant increase, India's vegetable oil imports remain sharply below the nearly 2.0 million tons reached in 1987. Oilseed production has expanded dramatically over the past decade as a result of government programs that promoted output and trade policy and discourage imports. India's further liberalization of the oilseed sector, including imports of oilseeds and oils will benefit both the U.S. and India. The United States could become a significant player on India's vegetable oil and soybean market, while India achieves greater per capita consumption of vegetable oils.

Other Oilseeds
Global 1996/97 oilseed production, excluding soybeans, is forecast 596,000 tons higher in January to 123.3 million tons. This is down 6 percent from 1995/96 and reflects lower rapeseed, sunflowerseed, and cottonseed production. World rapeseed production is forecast to be down 14 percent from 1995/96 due to reduced production in Canada, China, Germany, and Poland.
Sunflowerseed production is forecast to decline 8 percent to 23.8 million tons due to lower production in Argentina, Russia, and the Ukraine. China and Pakistan account for most of the decline in world cottonseed production in 1996/97.
World sunflowerseed production in 1996/97 was increased 349,000 tons in January to 23.8 million tons. All of the increase this month is attributed to a change in Russia's 1996 crop estimate to 2.1 million tons. This figure is based on the recent preliminary harvest report released by the Russian State Statistical Committee and reverses last month's lowering of the production forecast. Despite the increase this month, total sunflowerseed production in Russia is still forecast to decline 40 percent from 1995's 4.2 million ton harvest reflecting the effects of last summer's drought. Forecast sunflowerseed crush in 1996/97 was increased 300,000 tons this month to 2.1 million tons, but remains below the 1995/96 level of 2.4 million tons. With increases in crush, forecast sunflowerseed meal and oil production for this year were also increased. However, total meal and oil production are expected to remain 12 percent below 1995/96 levels.
The world cottonseed production forecast for 1996/97 was increased 180,000 tons this month to 11.5 million tons. Increased production in the United States, Iran, and the Sudan accounted for the increase. The 1996 U.S. cottonseed production estimate rose 77,000 tons to 6.6 million tons in January, an increase of nearly 400,000 tons over the 1995 level reflecting improved growing conditions this past year. The 1996 peanut production estimate for the U.S. was also increased in January reflecting better yields. Peanut production is estimated at 1.7 million tons, up 4 percent from last month and 5 percent from a year earlier. Forecast crush and exports, while raised for the month, are still expected to be below a year earlier resulting in expected larger ending stocks for 1996/97. Ending stocks in 1996/97 are expected to climb 5 percent to 363,000 tons.
Forecast rapeseed crush in Canada was reduced 100,000 tons to 2.8 million tons this month. This brings expected crush in 1996/97 to a level unchanged from the previous year, despite the increase in crushing capacity in 1996. A squeeze on canola crush margins has resulted in a cut back in crushing output and the temporary closing of some plants. There appears to be little likelihood that the additional crush capacity in western Canada will be utilized this year. The tight margins are a result of relatively strong rapeseed prices coupled with week canola oil prices. This year's reduced production, down 22 percent to 5.0 million tons, coupled with active Japanese buying and farmers holding back product from the market, have helped support canola prices. Meanwhile, ample supplies of soybean oil in the U.S. and Canada have dampened canola oil prices resulting in the squeeze on margins. Reduced 1996 canola production in Canada is expected to have the greatest impact on stocks and whole seed feeding. 1996/97 ending stocks are projected to decline 54 percent to 410,000 tons this year while whole seed feeding is expected to decline 37 percent to 421,000 tons. Production, supply and distribution of canola meal and oil are expected to be nearly unchanged from 1995/96 levels.
