BACKGROUND: The Debt
Collection Improvement Act of 1996 requires that most
Federal payments be made by Electronic Funds Transfer
(EFT) after January 2, 1999. The U.S. Treasury has
identified Automated Clearing House (ACH) as the most
cost effective and preferred EFT medium. As a result,
Farm Service Agency/Commodity Credit Corporation
(FSA/CCC) payments from the Washington, D.C., office will
be made electronically through ACH Direct Deposit. This
is a safe, convenient, and reliable way to receive your
CCC payment. ACTION: You and your banker should complete the attached Direct Deposit Enrollment Form, SF-3881. Instructions and pointers for completing the form are also attached. Be sure to tell your financial institution that your payment will come through ACH as some financial institutions may have different routing numbers for such transactions. A financial institution can be a bank, credit union, savings bank, or thrift. The enrollment form must be signed by an authorized corporate official, partner, or sole proprietor, as applicable. Please return the SF-3881, with the original signature and title of the financial institution official, to MOS by April 23, 1999, at the following address: |
