BACKGROUND: |
Beginning January
2, 1999 phase two of Section 3100 (X) of the Debt
Collection Improvement Act of 1996 will be implemented.
Phase two requires all Federal payments to be made by
electronic fund transfer (EFT). |

ACTION: |
Cooperators and participants who are currently being
reimbursed via checks must enroll in the EFT program no
later than November 30, 1998 using the following
procedures: |

Foreign
Market Development Program (FMD): Call the
National Finance Center (NFC) Miscellaneous Payment
Sections toll free number 1-800-421-0323 and request a
vendor express form. The form will contain an NFC
assigned nine-digit vendor identification number.
Cooperators must make note of the nine-digit number and
return the completed form to NFC. It will take
approximatelyone month to process the form. Cooperators
must provide the Marketing Operations Staff with a copy
of the vendor express number (vxp) after EFT enrollment
is complete. The vxp is used for electronic payment of
reimbursement claims. Market Access Program
(MAP): A participant must provide in writing to
the Marketing Operations Staff the following information:
(1) the participantss nine-digit ABA number (routing
number); (2) the participants bank name; (3) bank account
number; and (4) bank telephone number. Enrollment in the
EFT program is immediate once MOS receives a participants
banking information.

Please note the following: (1) if an
organization participates in both the FMD and MAP
programs you must follow each EFT procedure outlined; and
(2) if a cooperator/participant>s banking information
changes, you must contact the appropriate office (NFC,
MOS) immediately with the updated information to prevent
delay of payment. If there are any questions,
