BACKGROUND: To streamline the processing of reimbursement claims and significantly reduce the time for cooperators and participants to receive payment, FAS will begin phasing out the processing of paper reimbursements. To date, approximately 30 groups are participating in the electronic submittal of reimbursement claims. FAS' goal is 100% participation by cooperators and participants by November 1, 1998.
  ACTION: The first step in submitting reimbursements electronically is acquiring a Verisign certificate. The cost is $9.95 a year per certificate and is a reimbursable expense. By October 1, 1998, each participant/cooperator should have obtained its certificate. Please refer to program notice MAP 98008 for additional instructions on how to purchase a Verisign certificate and submit reimbursement claims electonically via the Internet.
  After November 1, 1998 MOS will only process paper reimbursement claims under the following scenarios:

1. Extenuating or unusual circumstances
2. Advance requests (submitted via a letter to the Director, MOS)
3. All 1998 FMD reimbursement claims (1999 FMD reimbursements will be submitted electronically).
4. Credits or refunds
