BACKGROUND: On June 2, 1998, the MAP Regulations (7 CFR 1485.14(d)(2)) were amended placing a 5-year limit on brand promotions by a single company in a given country. This 5-year period began with the 1994 program
 

  ACTION: The Marketing Operations Staff has identified sixty-six (66) companies that have graduated from the MAP in a particular country. Attachment 1 identifies the 1998 companies and the countries for which they are no longer eligible to receive program funds. Attachment 2 lists those companies that will definitively graduate in a market at the close of the 1999 program.

Lastly, Attachment 3 (Potential Graduates) lists thirty-eight (38) companies that have expended funds in a specific country for four years and have corresponding budgets in those markets in 1999. At this time, we are not able to determine whether they will actually graduate after the 1999 program because we have not received any reimbursement claims and, consequently, do not know whether these companies have actually expended funds during the 1999 program year. Therefore, before approving any of these applications for the 2000 program, please check with the company to determine whether they will claim reimbursement for expenses incurred in the specified countries for the 1999 program year.
