BACKGROUND: | In the past, trade organizations were not required to assign expenditures to a country when requesting reimbursements for regional activities. As trade organizations increased the usage of regions in their UES plans, it has become extremely difficult for FAS to provide country specific program information to Congress, GAO, OIG, other government agencies and the public when requested. For example, in 1998 regional activity budgets accounted for 36% of the total MAP funds. |
| POLICY: | Beginning with 1999 MAP activities and 2000 FMD activities, all expenditures associated with regional activities must be specified by region and country. Therefore, in addition to the information currently required on all reimbursement claims, cooperators and participants must report a FIPS code for each region. Please note: separate line items must be submitted for expenses associated with more than one country in a regional activity. The data will look similar to this: M99GXWOW01; WORLDWIDE; TW; SHOWS; 10000. To maintain consistency in the structure of the internet-based reimbursed system, cooperators and participants must repeat the FIPS code in the 4th data field for non-regional activities. It will look similar to this: F00GXGM009; GM; GM; PROMO; 5000. This information can be copied from a tab delineated spreadsheet program such as Excel or Lotus and pasted into the data entry box. Another method is to enter the information directly into the data entry box by typing the data without spaces and separating values by semicolons. Sample screens are attached.
