Background: |
Cooperator
program guidelines and MAP regulations require each
program participant to submit End-of-Year (EOY)
contribution reports. Under the FMD program, EOY reports
are due no later than January 31 following the end
of the marketing plan year (11 FASG 301.2(a)). In the
case of the MAP, EOY reports are due no later than 6
months after the end of a participant's activity plan
year ( 7 CFR 1485.20(b)(1)). Any organization which
enters into a program agreement with FAS or CCC accepts
all terms and conditions contained in the program
agreement as well as any approval letters, amendments,
and applicable guidelines and regulations. Failure to
comply with the terms and conditions set forth in 11 FASG
or 7 CFR 1485 and other related program documents may
result in suspension of expense claims, termination of
the program agreement or any other remedy available to
FAS or CCC.

Problem: |
To date, we have not received all EOY contribution
reports for the 1997 FMD which were due January 31, 1998.
In addition, there are a number of Cooperators and MAP
participants that have not submitted their EOY
contribution reports for the 1996 program year. |

Action: |
Program participants with overdue EOY contribution
reports must submit their reports to MOS by March 27,
1998, otherwise all payments for reimbursement claims
will be suspended. From this date forward, FAS will
immediately suspend payment to any program participant
for which EOY contribution reports are not received in
the Marketing Operations Staff by the required due
date(s). |
