BACKGROUND: | Utilization of enabling technologies and responsiveness to program participants' needs are two primary goals of FAS in administering the foreign market development programs. The evolution of global communication technology from land mail to e-mail has created opportunities to gain efficiencies beneficial to all concerned. |
| POLICY: | FAS will accept Activity Plan Amendment Requests (APAR) and Marketing Plan Amendment Requests (MPAR) via e-mail or facsimile to the appropriate Commodity Division and Attache/Counselor(s) provided they adhere to the required format and contain the necessary information as set forth in 7 CFR 1485.15(b) and (g) and 11 FASG 202, respectively. The Commodity Division will notify the Participant/Cooperator of the disposition of the amendment in a timely manner via e-mail, fax, or phone. Subsequent to this notification, the Commodity Division will return to the Participant/Cooperator a printed copy of the approved e-mailed or faxed amendment bearing the date and original signature of the appropriate FAS official as evidence of approval. Participants/Cooperators must retain and make available for audit the dated and original signature copy of all approved e-mailed and faxed amendments from the Commodity Divisions. |
