As a condition of participation in the Foreign Market Development Program (FMD) and/or Market Access Program (MAP), FAS has incorporated the civil rights statement into all FMD and MAP agreements. The civil rights requirements relate specifically to how cooperators and participants serve and communicate program activities to clients and customers and provide benefits to the public.

Each cooperator and participant is also required to complete a civil rights self-certification evaluation checklist which serves as a guide to ensure that you and your staff are aware of the program's nondiscrimination requirements. This certification must be maintained with your FMD/MAP agreement and each subsequent amendment as it will become a part of the FAS compliance review.

In the future, this certification will accompany your FMD/MAP agreement.
