BACKGROUND: As part of the Strategic Planning process (11 FASG Chapter 2, Exhibit H-9 through H-13), Cooperators have annually contributed to the development of FAS' prioritization of program needs by submitting to FAS their P.L. 480 and Export Credit (GSM-102 and GSM-103) recommendations.
PURPOSE:

P.L. 480 and export credit recommendations are used by the Office of the General Sales Manager, Export Credit=s Program Development Division and the Commodity Divisions to develop allocations for P.L. 480 and export credit resources.

This memo is for the purpose of requesting: 1) FY 1998 recommendations for GSM-102, GSM-103 and the Supplier Credit Guarantee Program (SCGP); and 2) FY 1998 and FY 1999 P.L. 480 programming recommendations.

PROCEDURES
AND DEADLINES:

 

Cooperators and Participants should develop GSM, SCGP and P.L. 480 recommendations and return recommendations to the Commodity Divisions no later than May 7, 1997. FY 1997 GSM and SCGP allocations are available on the FAS Homepage under Export Programs and P.L. 480 programming is located under International Technical Assistance and Food Aid. Contact your marketing specialist for FY 1996 GSM allocations and P.L. 480 programming, if needed.

PROCEDURES: PARTICIPANT RECOMMENDATIONS FOR FY 1998 & 1999 BUDGET REQUEST FOR P.L. 480 AND EXPORT CREDIT PROGRAMS.
FY 1998 PROGRAMS:
P. L. 480 (TITLE I): Long-term concessional financing of exports to developing countries.
GSM-102: Credit guarantees on short-term commercial credit (90 days to 3 years).
GSM-103: Intermediate credit guarantees (more than 3 years to 10 years).
SCGP: Supplier Credit Guarantee Program. Guarantees a portion of payments due under short-term financing (up to 180 days) that exporters have extended directly to the importers. Emphasis is on high value commodities.
COOPERATORS/PARTICIPANTS PROVIDE COMMODITY DIVISIONS
Completed forms:
  1. FY 1998 GSM-102, GSM-103, and SCGP programming by commodity (in quantity terms) for each country. The commodity division will calculate the value.

  2. FY 1998 and FY 1999 P.L. 480 Title I programming recommendations.

Other Information:
  • If a factor, specify a class or grade of a commodity.

  • Limit recommendation to levels which will not displace commercial sales from any source.

Return completed forms to the Commodity Division no later than May 7, 1997.
