BACKGROUND:

FAS/Washington has been informed that Cooperators and Participants traveling overseas are not notifying the Attache/Counselor in the destination country in advance of the travel and/or not contacting the Attache/Counselor upon arrival at the city of assignment.

Under the FMD, 11 FASG 506.2 states that the Cooperator must notify the Attache/Counselor in the destination country in advance of any proposed travel. The timing of such notice should be far enough in advance to enable the Attache/Counselor to schedule appointments, make preparations or otherwise provide any assistance being requested. Failure to provide advance notification of travel may result in disallowance of expenses related to the travel.

Under the MAP, 7 CFR 1485.16(c)(8) authorizes reimbursement for air travel subject to the limitation that CCC will not reimbursement any portion of air travel when the participant fails to notify the Attache/Counselor in the destination country in advance of the travel unless the Deputy Administrator determines it was impractical to provide such notification.

  ACTION: Cooperators and Participants are cautioned that future reports of failure to notify FAS posts of planned travel will be reported to the Compliance Review Staff to ensure disallowance of related travel claims.
