This
notice is to clarify the provisions found in 7 CFR 1484.54(b)(11)
and 7 CFR 1485.16(c)(1) concerning the reimbursement of compensation
and allowances under the Foreign Market Development Cooperator
(Cooperator) Program and the Market Access Program (MAP),
respectively. This notice does not represent any change in policy.
The regulations for both programs stipulate that, for any U.S. citizen employee/contractor (but not consultant) stationed overseas:

| Furthermore, reimbursement
for partial-year service shall not exceed the prorated amount of the
limitations noted above.
Due to the number of questions raised over the past year concerning housing allowances, we are providing the following additional guidance: Privately leased housing acquired by U.S. citizen employees will be governed by the same space standards as U.S. Government-held housing. An employee’s residential space authorization is based on his/her position rank and family size, adjusted for locality factors (see 6 Foreign Affairs Manual (FAM) 720). The maximum space authorizations for residences are defined in 6 FAM at Exhibit 724.7A (Space Standards Charts) and Exhibit 724.7B (Post locality types), while Rank Tiers and Grade Equivalents are in Exhibit 728.4. However, for any employee classified in Group 1 (Executive), reimbursement for a housing allowance is limited to the GS-15 Step 10 maximum designation found in Group 2; full reimbursement of a Group 1 allowance will not be provided. |
