BACKGROUND: Effective January 1, 1999, the General Services Administration (GSA) made a change to the per diem rates for domestic travel within the Continental United States (CONUS) by authorizing separate reimbursement for taxes on lodging within the U.S.

Effective January 1, 2000, the Department of Defense extended this rule to cover travel Outside the Continental United States (OCONUS) on lodging for Alaska, Hawaii, territories and possessions and the commonwealths of Puerto Rico and the Northern Mariana Islands.

Effective January 14, 2000, GSA announced that the mileage reimbursement rate for use of a privately owned automobile (POA) on official business increased from 31 cents per mile to 32.5 cents per mile.



ACTION: Beginning January 1, lodging taxes in the above mentioned areas should no longer be included in the per diem rate. Cooperators/Participants should claim taxes on lodging as a separate expense under the miscellaneous section of the travel voucher/reimbursement. NOTE: THIS CHANGE DOES NOT APPLY TO INTERNATIONAL TRAVEL.

Beginning January 14, Cooperator/Participants should claim 32.5 cents per mile for POA.
