Emerging Markets Program (EMP) - eAuthentication & UES Instructions

To TASC/EMP Participant:

The Foreign Agricultural Service uses the Unified Export Strategy (UES), a web-based system you use to submit applications and serves as your expense claim interface.   If you or other members of your staff are responsible for any part of the application submissions or subsequent reimbursement claims and financial management, you MUST complete the (link to template form). Please submit the form to podadmin@fas.usda.gov.

In addition to this form, each of those on your staff who will be accessing the system must also complete LEVEL 1 e-Authentication registration.  This is not a discretionary registration; it is mandated at the Department level. 

POD suggests that you register for both the e-Authentication ID at the same time that you complete the attached form. 

Information on the e-Authentication accounts is available at http://www.eauth.egov.usda.gov/eauthWhatIsAccount.html.

From the linked document we see:

"Registering for an account with Level 1 Access is easy. You create a brief customer profile, User ID, password, that you can remember and respond to the confirmation email within seven (7) days. Note: You must have a valid email address to register for an account with Level 1 Access. If you do not have a permanent Internet service provider (ISP), several online services, such as Yahoo.com or Hotmail.com, provide free email accounts.

If you do not confirm your email within the seven (7) day period, you will have to start the registration process over again by creating another profile, with a new User ID."

The site also includes some information on how to construct a password and the expiration date for a password (180 days):

The information collected will be used to create your personal USDA account with Level 1 Access. Note: Level 1 Access is limited and does not allow you to conduct official electronic business transactions with the USDA via the internet. Please visit the 'What is an account?' page for more information about USDA e-Authentication accounts.

User ID

Create a permanent User ID that you will remember. For example, your first initial and last name (e.g. jsmith). The User ID must be a minimum of 6 characters and cannot exceed 20 characters.

First Name

Enter your first name exactly as it appears on your government issued photo ID (e.g. state driver's license).

Middle Initial

The middle initial is limited to one character and is not required.

Last Name

Enter your last name exactly as it appears on your government issued photo ID (e.g. state driver's license).

Password

Please create a password that you will remember. Your password is case sensitive.

All passwords in e-Authentication (for Level 1 and Level 2 accounts) must adhere to the following criteria:

Required Characters

  • 9 to 12 characters long
  • At least one uppercase letter (A, B, C, etc.)
  • At least one lowercase letter (a, b, c, etc.)
  • At least one of these characters:
         1 2 3 4 5 6 7 8 9
         ! # - $ % * = + : ; , ? ~

Restricted Information (Do Not Use)

  • Dictionary Words
  • Profile Information: Your name, Mother's Maiden Name, Date of Birth, PIN, Phone Number, Email, etc.

Note: We will require you to change your password every 180 days.

 

Home Zip/Postal Code

The home postal code is limited to 15 characters.

 

Country Name

Select your country name from the drop-down menu.

 

Email

The email address provided will be used to confirm your identity to activate your account initially. It also may be used for correspondence periodically.

Once you gain access to eAuthentication, you will receive the following message in UES:

Welcome to the new UES Home (Control + Click on User Manual to reach UES access page)

This is the UES Home Page. Choose the appropriate function you want to perform pertaining to your UES Role using the Menu options.
