The United States is pleased by some aspects of the Draft and disappointed by others.

 

What Will Be Discussed and Decided? 

Although agriculture will be a major part of the negotiations, the Cancún Ministerial will focus on a range of other issues dealing with trade, including: 

  • Agriculture
  • Services
  • Dispute Settlement Understanding
  • Environment
  • Negotiations on outstanding implementation issues: in relevant bodies according to paragraph 12 of the Doha Ministerial Declaration. 
  • Non-Agricultural Market access
  • WTO rules (anti-dumping, subsidies, regional trade agreements)
  • Review of all special and differential treatment provisions
  • Trade-related Aspects of Intellectual Property Rights (TRIPS)
  • Health Issues

On August 31, General Council chairperson Carlos Pérez del Castillo and Director-General Supachai Panitchpakdi submitted their draft Cancún Ministerial Declaration. The draft is not an agreement or even a proposed agreement, but rather reflects “it remains our best judgment of what could constitute a workable framework for action by Ministers at Cancún."
