Although the framework is not a final agreement, it is an important step in the negotiating progress.

 

The U.S. - E.U. Framework

In August 2003, the United States and the European Union agreed on a basic framework for the WTO negotiations that significantly narrowed previous disagreements. The framework develops key concepts and formulas, with specific numbers still to be determined during Cancún and future negotiations. Although the framework is not a final agreement, it is hoped that it will help the Doha Round negotiations progress through Cancún to a successful conclusion.
