Export Certificate Working Group Terms of Reference
Objectives of Export Certification Working Group

Terms of Reference:

(a) establish a system to prioritize issues concerning export certification requirements in key markets that pose barriers to U.S. agricultural exports;

(b) develop strategies to address unreasonable export certification requirements

(c) develop and maintain a system/database to track existing export certification requirements and identify new ones, particularly new ones that are likely to be problematic

(d) develop and maintain information regarding U.S. entities that currently issue export certificates and the types of certificates they issue

(e) facilitate communication between interested parties (FAS headquarters and overseas offices (posts), relevant federal and state agencies, and industry) regarding export certification issues

(f) work with international standard setting bodies (Codex, International Plant Protection Convention (IPPC) and World Organization for Animal Health (OIE)) to promote reasonable guidelines for export certification requirements.

(g) promote harmonization of export certification requirements between key trading partners

(h) promote harmonization of export certification procedures used by U.S. federal and state agencies

(i) promote development of more efficient means of providing export certifications to trading partners (i.e., electronic certification)
