Plant Division (PD)
Coordinates USG monitoring and negotiations concerning sanitary and phytosanitary (SPS) trade barriers and food safety issues for horticultural and field crops as well as forest products. Coordinates technical review of Technical Assistance for Specialty Crops (TASC) proposals, and sets priorities for use of TASC funding. Monitors World Trade Organization (WTO) notifications, and comments on those with potential to create trade barriers. Principal liaison with industry on SPS, technical and food safety issues related to plant products. Coordinates USDA positions on these matters with international standard setting bodies (such as Codex Alimentarius). Advises policymakers and the private sector on foreign regulations and international standard-setting processes and procedures that may affect market access for U.S. food and agricultural products.
