Executive Order 12866 directs all Federal agencies to
periodically provide OMB its planned regulatory actions. The workplan review
cycle was established by USDA to comply with the requirement for the
periodic listing.
The review cycle schedule for 2007 is as follows:

We continue to encourage you to ensure that your cycle
submissions include all regulatory actions that need to be published within
a 60 to 90 day timeframe. In addition, we remind you that a workplan must be
submitted for a planned regulatory action at each stage of development
(i.e., ANPRM, NPRM, Interim, and Final).
Workplans must be submitted by the above dates in order to
be processed for that cycle. Please note that OBPA will only process
workplans submitted out of cycle that are emergencies.
Your continued effort to ensure that the rulemaking process
at USDA is efficient and effective is
appreciated.
