Framework for the U.S. Action Plan on Food Security
   
Goal: To reduce undernutrition by half, both at home and abroad, no later than 2015.
Objective: To provide a long-term blueprint for strengthening the contribution of the United States to the alleviation of undernutrition both at home and abroad.
Sub-objective: To demonstrate U.S. commitment to realizing the goals of the World Food Summit.
Time frame: The plan will identify both near- and longer-term actions to be undertaken at various levels and by various sectors which will contribute to the objective.
Preparatory process: The plan will be drafted by federal government officials with opportunity for input and comment by civil society—non-governmental, private sector, academic and other interested entities—at each stage of development.
Potential vehicles: U.S. Government administrative decision, Congressional authorizing and budget action beginning with FY98, private initiative, and/or public-private partnerships.
Implementation: The Interagency Working Group on Food Security (IWG) international and domestic subgroups will take general responsibility for implementation of specified actions, with individual agencies and non-governmental entities specified in the plan taking the lead, as appropriate.
Monitoring: The IWG will monitor implementation of the plan.
Signatories: The U.S. Government will adopt the final plan and release it for formal endorsement by any entities of civil society wishing to do so.
Milestones:

• 1998: initiate the work of the Food Security Advisory Committee.
• 1998: U.S. Government adopts the plan and releases it for public endorsement.
• 1999: assure the elements of the Action Plan are integrated into U.S. Government agency strategic, budget, and annual performance plans and the plans of non-governmental entities as appropriate.
• 2000: based on the Action Plan, implement a Millennium Food Security Initiative.
• 2001: publish a report documenting progress toward achieving the Action Plan objectives.
• 2005 and 2010: update the Action Plan and report on progress.
• 2015: achieve the goal of reducing undernutrition in the U.S. by half, and strengthening the U.S. contribution to achievement of the international goal.
