Secretary of State Colin Powell States That U.S. Is Considering Rejoining the International Coffee Organization (ICO):  The issue of whether the United States would rejoin the ICO came up during a meeting of President Bush and Secretary Powell with the President of Colombia, Alvaro Uribe, on March 23, 2004.  Press reports quoted Secretary Powell as saying to President Uribe, “We’ve just begun to look at this … to see how we could be helpful in this market.”  President Uribe is quoted as saying that President Bush was very well disposed to help in this issue.  The debate on whether the United States should rejoin the ICO started in earnest when the House International Relations Committee, Subcommittee on the Western Hemisphere, held a hearing on July 24, 2002, to discuss the coffee crisis caused by historically low coffee prices.
