Jim Higgiston


Deputy Administrator
Office of Foreign Service Operations

Jim Higgiston is the Deputy Administrator for the Office of Foreign Service Operations (OFSO).

Jim served as Acting Deputy Administrator for the Office of Country and Regional Affairs (OCRA) from July 2009. He was the Assistant Deputy Administrator for OCRA from April 2009.

Prior to coming to OCRA, he was stationed in Ankara from 2002 – 2006 as Agriculture Counselor responsible for Turkey, Central Asia and Azerbaijan. From 1997 – 2001, he served as agricultural attaché at the agricultural affairs office in Warsaw, Poland. His first overseas assignment was in Moscow in 1988. Jim joined the Foreign Agricultural Service in 1984. He has worked in export credits as well as several commodity divisions.

A native of New York, Mr. Higgiston holds a Bachelor’s degree in Russian area studies and language from Hunter College. He also has a Master’s degree in international trade and finance from Georgetown’s School of Foreign Service in Washington DC.
