A shift in global perception on the availability of
exportable supplies has contributed to the drop in prices, as highlighted above
by Thailand and the United States. While the global supply and
demand picture has not changed significantly, the market climate has certainly
changed. Export policies initially expected to severely limit sales from leading
suppliers have, in fact, allowed trade to continue in the form of government
sales.
Despite export restrictions, Vietnam made
government sales to buyers in Cuba and Asia. Similarly, India continues
government sales of non-basmati rice and allows private sales of basmati rice to
traditional buyers. Although Egypt extended its ban until April 2009, it
will likely fulfill longstanding trade commitments with neighboring partners.
Internal pressure by traders may lead governments to further relax current
export policies.
Earlier this year, some major rice importers, fearing inadequate supplies,
tendered for large quantities despite record prices. However, continued
government sales, most notably Vietnam’s sale of 600,000 tons to the
Philippines, and Thailand’s record export pace have helped dispel the notion
of short supplies. For example, Thailand has already sold 6.7 million tons
through July, compared to 4.6 million tons for same period last year. The
prospects for ample exportable supplies, the continued drop in oil prices, and
the strengthening of the dollar are other factors that could further soften
global prices.
