Ukraine’s exportable supplies of grain continue to shrink as crops have been hit by hot, dry weather at critical times. Exports will be further constrained because the government has again imposed extremely small, temporary export quotas for the major grains in an effort to control rising domestic grain and bread prices. Last October, similar restrictive quotas were enacted, and traders who had already purchased grain were caught off-guard and had to forfeit some export sales. This year, traders anticipated government restrictions and have reportedly avoided forward sales and contracts. This has created a window of opportunity for competitors. The government is required to review the duration of these restrictions by September 20.

Shrinking wheat exports from Ukraine will mean less feed-quality wheat supplies available for the EU. Smaller barley exports should provide market opportunities for Australia and the EU for exports to major buyers like Saudi Arabia. Declining corn export estimates provide more opportunities for other exporters to sell to EU and Mediterranean markets.

The Foreign Agricultural Service (FAS) updates its production, supply and distribution database

for cotton, oilseeds, and grains at 9 a.m. on the day the World Agricultural Supply and Demand

Estimates (WASDE) report is released. It is available on the FAS website

(http://www.fas.usda.gov/psdonline/). This circular is released at 9:30 a.m. on the same day,

together with its downloadable data set.
