The EU Grain Market: The Great Paradox
The EU is currently importing unusually large
quantities of wheat, barley and rye, despite its normal status as
one of the world's largest exporters of these grains. High
domestic prices, largely stemming from a sharply reduced crop and
strong demand, combined with import duties falling to zero, have
resulted in significantly increased imports. As a result, import
licenses for wheat in the first six months of the year have
exceeded export licenses. While small compared with wheat, barley
imports are expected to more than double over last year. The EU
is even quickly becoming one of the world's largest importers of
rye, despite its continuing status as the world's largest
exporter. The imports of rye and other feed grains are
particularly paradoxical in view of the fact that the EU
currently holds nearly 5 million tons of rye intervention stocks.
