Country of Origin Labeling for Fish Effective September 30, 2004  
On January 23, 2004, the President signed the Omnibus Appropriations Bill.  Section 749 of the Appropriations Bill amended the effective date for the country of origin labeling (COOL) of products other than “farm-raised fish” and “wild fish”.  The mandatory labeling of products other than fish was pushed back two years.  The date for labeling of fish remains September 30, 2004.  Country of origin labeling requirements only apply to retail sales.
Initiation of Shrimp Antidumping Duty Investigations

On January 21, 2004, the U.S. Department of Commerce (DOC) announced the initiation of anti-dumping duty investigations on imports of certain frozen and canned warm water shrimp from Brazil, Ecuador, India, the People’s Republic of China, Thailand, and Vietnam.  The U.S. International Trade Commission (ITC) is scheduled to issue its preliminary injury determination on or before February 17.  If the ITC should find that there is a reasonable indication that the domestic industry is being materially injured, or is threatened with material injury, as a result of imports, the investigations would proceed, and DOC would be scheduled to make its preliminary determinations in June 2004.  If ITC makes a negative determination on imports from any of the six countries, then the investigation on imports from that country (or countries) would be terminated.
