How to Apply for the Local and Regional Food Aid Procurement Pilot Project

Applications for Qualification
An eligible organization must become qualified by FAS before it can submit an application for funding for a field-based project under the Local and Regional Procurement Pilot Project.  An eligible organization may apply to become qualified to apply for funding for field-based projects in specific countries that respond to emergencies, or provide developmental assistance, or both.  Section IV of the Interim Guidelines provide additional details on what information must be submitted by an organization in their application for qualification.  All Applications for Qualification should be submitted by email to LRP@fas.usda.gov.

Proposals for Funding of Field-Based Projects
A qualified organization may submit an application for funding for a specific field-based project.  A proposal may be submitted to FAS at the same time as the submission of an application for qualification, but the proposal will not be considered until the organization has received approval for qualification for the recipient country and type of program.  Section V of the Interim Guidelines provides additional details on what information must be submitted by an organization in their proposals for funding of a field-based project.  All Proposals for Funding should be submitted by email to LRP@fas.usda.gov.

Note: Since all development projects must be "no less than one year" in duration, FAS will only consider proposals for emergency-response programs for remaining FY11 funding.

Guidance on Eligible Countries for Field Projects: Emergency field projects can occur in any developing country that is experiencing a disaster or food crisis. Development field projects can occur in any developing country. However, as stipulated in the statute, “in selecting proposals for field-based projects…the majority of selected proposals are for field-based projects that are located in Africa and procure eligible commodities that are produced in Africa.”
