On August 1, 2003, Japan will impose a safeguard duty of 50% on imports of chilled beef after first quarter beef imports exceeded the trigger level, though this trigger level is based on below average imports in 2002. In spite of strong opposition made by beef exporting countries, Japan's Ministry of Agriculture, Forestry and Fisheries has remained firm in its desire to proceed with this tariff hike.
