Overview of
Functions
Broadly
stated, the Foreign Agricultural Service’s (FAS) Compliance, Security
and Emergency Planning staff
is responsible for: (1) protecting FAS resources against fraud, waste and abuse; (2) verifying
compliance with all laws, regulations and policies controlling FAS
programs and administration; (3) promoting maximum economy and
effectiveness throughout FAS; and (4) administering FAS’ Security and
Emergency Preparedness Programs.
Primary FAS Compliance, Security
and Emergency Planning activities include the following:
- Performing
financial and compliance reviews under the Market Access Program,
the
Foreign
Market Development Cooperator Program, the Emerging Markets Program,
the Quality Samples Program, the Technical Assistance for Specialty
Crops Program, the Cochran Fellowship Program and the Section 108
Program.
- Conducting
reviews of the Export Credit, Loan Guarantee and Bonus (i.e., Export
Enhancement and Dairy Export Incentive) programs.
- Performing
reviews on the Food Aid, Sugar Re-Export and Cheese Import Quota
Programs.
- Reviewing
the administrative activities of FAS’ Agricultural Affairs and
Agricultural Trade Offices.
- Performing
management reviews of program efficiency and effectiveness and
coordinating FAS’ management control program.

Conducting
administrative reviews/investigations involving FAS employees or
programs.
- Serving
as FAS’ liaison with the Government Accountability Office and USDA’s
Office of Inspector General and Office of the Chief Financial
Officer with regard to audits of FAS programs and activities.
- Managing
FAS’ Security and Emergency Preparedness Programs in an effort to
promote greater security awareness, continuity of operations
planning and employee safety.
