Program Summary:

ABC will monetize 3,000 MT of soybean oil and 5,000 MT of soybeans and use the generated proceeds over a 3 year period to implement an agricultural development program in Elbonia.  The objectives of this program are to:  (1) Increase production of livestock; (2) Increase marketing and sales of livestock products (milk and meat) in urban areas; and (3) Develop a micro-finance network in rural areas. 

Organization�s Capability to Implement the Program:  

Beginning in 1990, ABC has successfully managed Food for Progress programs in several countries using monetization proceeds totaling over $50 million.  ABC also currently manages a Food for Progress program in Olotu valued at $3 million, and two McGovern Dole Food for Education programs in Retono valued at $5 million each.  ABC is also presently managing a USAID Title II monetization program in Elbonia which focuses on health and nutrition interventions.  Their proposed Food for Progress program would be implemented in the same region of Elbonia as their Title II program.  ABC has an office and staff located in the capital, Cristobel, as well as satellite offices in several communities where they are implementing their Title II program.  ABC is currently registered as an NGO with the Government of Elbonia.    
 
ABC has implemented numerous programs in agricultural production, agribusiness development, and business and financial services around the world.  More specifically, ABC has implemented a similar program to develop the livestock sector in Olotu.  Under that program, 20,000 beneficiaries doubled their goat production.  In addition, beneficiaries learned how to improve the health and nutrition of their herds and developed marketing channels which substantially increased sales of milk and meat in urban areas.  The Olotu program also had a micro credit component aimed at women farmers and entrepreneurs in rural areas.  

Description of Need for the Proposed Program:  

Elbonia is a low-income food deficit country in need of food aid.  Elbonia is still recovering from a long civil war which ended in 2005.  ABC plans to target their activities in Agricola Province, which was considered the breadbasket of the country prior to the civil war.  Agricola Province is very suitable for agricultural production as it has fertile land and abundant rainfall. This is the province that was most affected by the civil war.  A large part of the population left their farms and sought refuge in the capital city or in neighboring countries.  Now that the war is over, many of these people are returning to their farms, and are trying to rehabilitate them after many years of neglect.  

During the war, the livestock sector was nearly totally decimated, and there is currently barely any livestock in this region.  The children in this region have a stunting rate of 25 percent, with protein deficiency a particular problem in their diets.  This program will improve beneficiaries� nutrition through increased access to milk and meat.  Improved marketing systems will also help beneficiaries increase sales of milk and meat, thereby  improving their earning potential.  Many of the local people get occasional animal protein from hunting wildlife in the nearby forest.  However, some of the species they hunt are considered endangered.  This livestock program would also therefore provide an alternative to hunting these endangered species.  ABC�s program would focus on rebuilding small ruminant herds (especially goats), as these are more suitable to this region than cattle.  

Elbonia�s National Agricultural Development Strategy stresses the need to rebuild the livestock sector by restocking small ruminants for onward distribution to farming households.  The Development Strategy also indicates the importance of providing extension and veterinary services to improve the health of the goat and sheep herds.  Under the proposed program, ABC will hire extension workers that will work with farmer groups in this regard.  ABC will also hire a veterinarian that will assist the extension workers on animal health issues.   ABC will also work with the Ministry of Agriculture to develop a plan for the eventual hand-over of extension services to the Government.  

Another of the goals of the National Agricultural Development Strategy is to develop a micro-finance network in rural areas.  The Government recognizes that it is very difficult for farmers to rebuild their economic livelihoods without a source of credit.  Farmers need credit in order to purchase seeds, fertilizer, farm equipment, and livestock.  ABC�s proposes a micro-credit component that would use a similar model as in their Olotu program.  ABC�s program would strive for at least 50 percent participation by women.  Beneficiaries would include farmers and rural entrepreneurs.

USAID is currently implementing several activities in Elbonia.  They have a democracy and conflict resolution project that is operating in several provinces of the country.  In addition, ABC is implementing USAID�s Title II monetization program in Agricola Province which focuses on health and nutrition issues.  USAID will also soon be implementing a project that will improve the quality of cocoa produced and marketed in Elbonia.  However, USAID has no project focused on either livestock or rural credit.  There are other donors operating in Elbonia.  Japan has a project to promote rice production in Agricola Province.  Germany and France have agricultural projects in other regions of Elbonia, but not in Agricola Province.  ABC�s proposed program will therefore complement, but not duplicate, other programs being implemented in the country.
